Budgeting with ibas++
Budgeting with ibas++ begins at the field level offices where the Ministry's strategic objectives are aligned with the initial expenditure provided by the Ministry. The budget data is entered into the system, taking into account the priority sector, and sent to the department.
The budget estimates and projections are then prepared by the field level departments, directorates, and Ministry. The budget is submitted online to the finance department and a tripartite meeting is organized to finalize the initial expenditure limit. The Finance Department then presents the National budget for approval in Parliament, with all the necessary documents, reports, and analysis made available through ibas++.
General Ledger of ibas++
The General Ledger module is the central control point of ibas++ and serves as a key regulator of the government's financial management. After the budget is approved, the ‘Budget Appropriation’ is loaded through the sub-module, and all transactions in ibas++ are recorded in the General Ledger and updated accordingly.
This module provides instant access to the latest accounts of government revenue and expenditure, giving a complete picture of the government's financial assets and liabilities, and financial flows.
Budget Implementation with ibas++
Once approved by Parliament, the budget is loaded onto the General Ledger through the Budget Implementation Module, ensuring control over allocation, the release of funds, purchase orders, and expenditure. The module also includes:
Allocation Division
The budget is formulated at the national level, with a single number fixed for a single sector across all offices of a department in the country. Through ibas++ Allocation segmentation module, the budget can be divided into separate allocations for each office, with excess or additional allocations automatically controlled by the software.
Release of Money: Cash Management
Money is spent quarterly on development projects and programs, and ibas++ has a system in place to make this process more efficient, avoiding additional budget constraints and over expenditure. The system also offers valuable analysis for cash management.
Recycling
Recycling can be done seamlessly through the budget implementation module.
Accounting with ibas++
The Accounting module covers every step from online purchase and bill submission to bill monitoring and approval, issuing checks or EFTs to recipients, sending electronic advice to the bank, and adjusting electronic debit and credit scroll systems. The module is controlled by the General Ledger and verifies the budget where necessary.
Ibas++ includes a database of employees, pensioners, and suppliers, allowing for automatic salary bills, pension payments, and bill submissions, respectively. Each stage of the bill approval and payment process can be viewed online.
The ibas++ system is not only useful for existing and proposed budgeting and accounting classification systems but also in the event of any subsequent changes to the classification system.
